Any variations in the laws, as compared with those given nearly forty
years before, are explained
(1) either by reference to different events (cp. 1.13,18 with Ex. 18 and
Num 11);
(2) or, repeated with a different object, and from a different point of
view (cp 1.22 with Num 13.1-3);
(3) or, because wilderness laws were not suitable for the Land (cp.
12.15 with Lev. 17.3,4):
(4) or, modified for the same reason (cp. 1, 12 and 16 with Lev. 23 and
Num 28 and 29).
