UnknownThe Pentagon claims publicly that only a few hundred U.S. troops serve the U.N., mostly in Macedonia in the former Yugoslavia. This document proves otherwise. This is a hard-to-get Pentagon document from March of 1997 that puts the figure of U.S. troops serving the U.N. worldwide at about 68,000.
The difference is that the U.S. troops in Macedonia are wearing U.N. uniforms while the rest do not. Nevertheless, all the rest are also serving the U.N. by implementing U.N. resolutions. The bottom line is that an American soldier doesn't have to wear a U.N. uniform to serve the U.N.
President Clinton signed Presidential Decision Directive (PDD) 25, making our soldiers available for U.N. military activities. Clinton has refused to turn the document over to Congress.
In a related matter, Clinton has been diverting literally billions of dollars from the Department of Defense and other federal agencies to the support of U.N. peacekeeping operations. It is estimated that the diversion may have reached $15 billion since Clinton took office. Needless to say, this additional support for the U.N. has more than wiped out the $1 billion so-called U.S. "debt" to the world organization.

Critics Warn Against U.N. Proposals

-- It's peace and light and brotherhood as the world's leading luminaries hobnob at the United Nations headquarters in New York. They're talking of high ideals and lofty goals, but it's what's going on behind-the-scenes that's worrying U.N. critics.
One of those critics, Tom DeWeese, says radical activists are pushing proposals to take power away from local and national governments and give it to U.N. bureaucrats. "There's a very strong contingent working for what we would have to consider to be global government," he says.
Radical environmentalism will be one of the main ways these advocates of global control plan to get their foot in the door -- and even use environmental treaties to finance world government.
"They call the Earth the global commons, and this would literally transfer control of all the Earth's land, its resources, the oceans, even the air we breathe into the control of U.N. bureaucrats ... They could then tax you for shipping, tax you for using the natural resources of the global commons," says DeWeese. "So not only are these massive taxes, but there are massive controls on development and how humans live."
DeWeese says the world will be signing up for this and much more if the leaders at this U.N. summit approve the biodiversity treaty now before them.
According to DeWeese, for the United States, this would mandate "re-wilding 50 percent of all the land in every state so that you have wilderness everywhere. And the animals end up having more rights than humans do. Humans are literally herded into human habitat areas."
Some powerful advocates of one-world government apparently are maneuvering to get religions behind this radical agenda, as well as pro-abortion, radical population control.
Christian Austin Ruse was appalled at how this was pushed at last week's World Peace Summit, a gathering for the world's religions, also held at the United Nations.
"I really think that this group is going to rubber-stamp population control, the broadest understanding of reproductive rights, of radical environmentalism. So I think given who's organizing this, Maurice Strong, Timothy Wirth and Ted Turner, we can only as orthodox believers hold this in deep suspicion," says Ruse.
CNN founder Ted Turner, who has donated a billion bucks to U.N. causes, denounced his childhood Christianity at the summit and pushed his idea of "reductionism," the idea that all the world's faiths are basically the same.
"Instead of all these different gods, maybe there's one God who manifested Himself and revealed Himself in different ways to different people," Turner suggested.
Meanwhile, at this week's U.N. gathering, global bureaucrats and left-leaning activists lay the groundwork for everything from a world criminal court to, as DeWeese notes, "a U.N. standing army to U.N. taxes that will lead to a U.N. or a global IRS."
"They have global gun control mixed in with global arms control," DeWeese continues, adding, "One of the main ways of controlling population in their view is abortion, and so there is a treaty on that."
DeWeese says one of the few things standing against all this is the United States and its fervent advocates of freedom and free markets.
He warns anti-U.S. forces in and around the United Nations are out to remove American power and influence over the global body.
"They want to change the Security Council," says DeWeese. "They want to take away our permanent seat, so that it rotates among different nations, and take away our veto power."
And watch for a push for international taxes to free the United Nations from its desperate need for America's financial support.
DeWeese notes, "This would be a very small fee that would be put on every single international transaction that takes place …… and it would put $1.5 trillion in the coffers of the U.N. ... and putting all that into the hands of a group of un-elected, all-powerful U.N. bureaucrats."
Ruse says a radical, liberal one-world government isn't inevitable, though. He says believers and lovers of freedom can fight the trend.
"More people have to come here and get involved. It's past time when we spend our time bellyaching on the Internet about the United Nations. People have to come here and work with us and change this place," Ruse says.

Some experts believe that these international designations are part of a process by which the U.N., working with federal agencies, is moving to restrict access to enormous areas of U.S. territory, for the purpose of safeguarding the natural resources, including plants, animals and things, that are the province of "Gaia," the earth spirit.

UNITED NATIONS, March 20 (UPI) -- A United Nations University study of NATO 's intervention in Kosovo said Monday a profound change in world politics has emerged, mainly that sovereignty can be forfeited on humanitarian grounds.
But the study co-edited by the Tokyo-based institution's vice rector, Ramesh Thakur, and Albrecht Schnabel with contributor Ray Funnel, a retired Australian air marshal, warned the precedent will have dangerously undermined international order unless world powers can agree on principles to guide future interventions, in similar circumstances. "Kosovo and The Challenge of Humanitarian Intervention" is billed as a "compendium of authoritative viewpoints on many dimensions of the 1999 crisis" and on recommended follow-up steps.
Those steps include promotion of "an international consensus about the point at which a state forfeits its sovereignty," and removal of veto power in the Security Council in exceptional circumstances "so that the support of a majority of the great powers is all that is required to permit states to engage in humanitarian war."
"Kosovo confronted us with an abiding challenge of humanitarian intervention: namely, is it morally just, legally permissible and militarily feasible?" asked Thakur. "In today's dangerously unstable world full of complex conflicts, concerned countries and citizens face the painful dilemma of being condemned if they do and damned if they don't.
"To use force unilaterally is to violate international law and undermine world order. Yet to respect sovereignty all the time is to be complicit in human rights violations sometimes. To argue that the U.N. Security Council must give its consent to humanitarian war is to risk policy paralysis by handing over the agenda to the most egregious and obstreperous."
"The bottom line question for us is this: Faced with another Holocaust or Rwanda-type genocide on the one hand, and a Security Council veto on the other, what would we do?" Thakur asked. "A new consensus on humanitarian intervention is urgently needed."
Contributors, the authors said, cited the need to reform the Security Council, including possible removal of veto power in such circumstances as those present in Kosovo.
The U.N. General Assembly has been wrestling with council reform for years now, including the status of veto for the present five permanent members of Britain, China, France, Russia and the United States as well as any possible additions to the select club.
"The permanent members and their interests should not prevent the Security Council from getting involved and stall the U.N.'s attempts to provide assistance to those in need. Otherwise we might see more NATO-style actions with less or no UN involvement - and thus less order and less justice in our global community," said Schnabel, the other co-editor.
"It is good that the international system can tear down the walls of state sovereignty in cases where states kill their own people," he said. "Organizations like the U.N., however, need to be willing and able to confront these catastrophes wherever they occur."
Russian and Chinese opposition to military intervention in Kosovo prevented the Security Council from acting so NATO decided to intervene on its own.
Thakur said, "Many of today's wars are nasty, brutish and internal. The world community cannot help all victims, but must step in where it can make a difference. Selective indignation is inevitable, for we simply cannot intervene everywhere, every time. But we must still pursue policies of effective indignation. Humanitarian intervention must be collective, not unilateral. And it must be legitimate, not in violation of the agreed rules which comprise the foundations of world order."
The study, released at U.N. headquarters in New York, said, "continuing fallout from Kosovo has the potential to redraw the landscape of international politics, with significant ramifications for the UN, major powers and regional organizations, and the way in which world politics are understood and interpreted."
That fallout was from parties involved in the conflict, NATO allies, the immediate region surrounding the conflict, and further.
"Any possible argument that NATO might underwrite European stability has lost validity for Russia," the study said.
China's concern over what happened in Yugoslavia may be repeated in Asia, was also addressed.
"The problem of using force by the strong against the weak will only create disorder. While China does not want to challenge or compete with U.S. superiority, it rejects U.S. domination or hegemony," the UNU study said.
Many in Islamic countries argued that NATO committed strategic mistakes. Among them: not intervening earlier, refusing to deploy ground troops to put a decisive end to the conflict, and not anticipating President Slobodan Milosevic's resort to the eviction of hundreds of thousands of Muslims from Kosovo, the study said.
It pointed out many in those countries supported the war because they identified with the Muslim victims in Kosovo.
Reflecting the positions of the Non-Aligned Movement and the Organization for African Unity in particular, according to the South African government, concluded that unilateral intervention, no matter how noble the motive, is not acceptable, said the study. A broad, non-discriminatory multi-lateralism (in all areas, including trade and security) is the best safeguard for the developing world against unilateral misuse of power by the strong.
"For many developing countries, the international community runs the danger of becoming hostage to the machinations of a few privileged and powerful countries," the study said. "Many developing countries may feel compelled to move toward ensuring greater security for themselves through acquisition of more weaponry. There is almost total unanimity in India that the country needs to strengthen itself militarily to the extent that there can be no scope for any interference in the affairs on the sub-continent."
Critics of NATO's Kosovo action said in the study that international efforts to contain the conflict were "modest and hesitant. Later, faced with a brutal and rapidly escalating war, the international community reacted with consternation and confusion."
Said the study, "What was at stake was not only the fate of the Albanian population of Kosovo. It was also the standing and reputation of the major democratic countries involved in the NATO operation and the credibility of NATO itself."

President-elect names head of FEMA, presidential adviser

President-elect George W. Bush on Thursday tapped two close allies who were key players in his successful presidential campaign to top administration positions.
Bush named Joseph Allbaugh to head the Federal Emergency Management Agency and his chief strategist Karl Rove to be a senior adviser to the president.
FEMA is the agency that coordinates federal relief in response to natural disasters like hurricanes and floods.
FEMA's budget, appropriated by Congress, is 3.6 billion dollars in fiscal year 2001, with 2.6 billion dollars designated for emergency contingency funds for disasters.
Its current director is James Witt, who was appointed to the position by President Bill Clinton in 1993, who elevated the position to cabinet status in 1996.
Although Allbaugh must be confirmed as FEMA's director by the US Senate, the position will no longer be cabinet-level.
As Bush's campaign manager, Allbaugh joined Rove and Karen Hughes -- who was earlier appointed as counselor to the president -- as the third axis of the "Iron Triangle" of advisors that controlled the decision making for the Republican's presidential bid.
"It is an honor to report to the nation that the remainder of the triangle has agreed to serve in my administration," Bush said here Thursday. "The triangle has been completed."
Rove has served as a behind-the-scenes political handler for several Texas politicians including US Senator Kay Bailey Hutchinson. He has been advising Bush since 1993, when the president-elect first campaigned to be governor of Texas.
Rove's position as senior adviser and assistant to the president does not require Senate confirmation.

FEMA - The Secret Government

Some people have referred to it as the "secret government" of the United States. It is not an elected body, it does not involve itself in public disclosures, and it even has a quasi-secret budget in the billions of dollars. This government organization has more power than the President of the United States or the Congress, it has the power to suspend laws, move entire populations, arrest and detain citizens without a warrant and hold them without trial, it can seize property, food supplies, transportation systems, and can suspend the Constitution
Not only is it the most powerful entity in the United States, but it was not even created under Constitutional law by the Congress. It was a product of a Presidential Executive Order. No, it is not the U.S. military nor the Central Intelligence Agency, they are subject to Congress. The organization is called FEMA, which stands for the Federal Emergency Management Agency. Originally conceived in the Richard Nixon Administration, it was refined by President Jimmy Carter and given teeth in the Ronald Reagan and George Bush Administrations.
FEMA had one original concept when it was created, to assure the survivability of the United States government in the event of a nuclear attack on this nation. It was also provided with the task of being a federal coordinating body during times of domestic disasters, such as earthquakes, floods and hurricanes. Its awesome powers grow under the tutelage of people like Lt. Col. Oliver North and General Richard Secord, the architects on the Iran-Contra scandal and the looting of America's savings and loan institutions. FEMA has even been given control of the State Defense Forces, a rag-tag, often considered neo-Nazi, civilian army that will substitute for the National Guard, if the Guard is called to duty overseas.
THE MOST POWERFUL ORGANIZATION IN THE UNITED STATES.
Though it may be the most powerful organization in the United States, few people know it even exists. But it has crept into our private lives. Even mortgage papers contain FEMA's name in small print if the property in question is near a flood plain. FEMA was deeply involved in the Los Angeles riots and the 1989 Loma Prieta earthquake in the San Francisco Bay Area. Some of the black helicopter traffic reported throughout the United States, but mainly in the West, California, Washington, Arizona, New Mexico, Texas and Colorado, are flown by FEMA personnel. FEMA has been given responsibility for many new disasters including urban forest fires, home heating emergencies, refugee situations, urban riots, and emergency planning for nuclear and toxic incidents. In the West, it works in conjunction with the Sixth Army.
FEMA was created in a series of Executive Orders. A Presidential Executive Order, whether Constitutional or not, becomes law simply by its publication in the Federal Registry. Congress is by-passed.
Executive Order Number 12148 created the Federal Emergency Management Agency that is to interface with the Department of Defense for civil defense planning and funding. An "emergency czar" was appointed. FEMA has only spent about 6 percent of its budget on national emergencies. The bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic.
Executive Order Number 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry. Here are just a few Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:
EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.
EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.
EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.
EXECUTIVE ORDER 10998 allows the government to take over all food resources and farms.
EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.
EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.
EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.
EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.
EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.
EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.
EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.
EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.
EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.
EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation.
General Frank Salzedo, chief of FEMA's Civil Security Division stated in a 1983 conference that he saw FEMA's role as a "new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis."
FEMA's powers were consolidated by President Carter to incorporate:
The National Security Act of 1947, which allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities;
The 1950 Defense Production Act, which gives the President sweeping powers over all aspects of the economy;
The Act of August 29, 1916, which authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency; and
The International Emergency Economic Powers Act, which enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.
HURRICANE ANDREW FOCUSED ATTENTION ON FEMA.
FEMA's deceptive role really did not come to light with much of the public until Hurricane Andrew smashed into the U.S. mainland. As Russell R. Dynes, director of the Disaster Research Center of the University of Delaware, wrote in The World and I, "...The eye of the political storm hovered over the Federal Emergency Management Agency. FEMA became a convenient target for criticism." Because FEMA was accused of dropping the ball in Florida, the media and Congress commenced to study this agency.
What came out of the critical look was that FEMA was spending 12 times more for "black operations" than for disaster relief. It spent $1.3 billion building secret bunkers throughout the United States in anticipation of government disruption by foreign or domestic upheaval. Yet fewer than 20 members of Congress, only members with top security clearance, know of the $1.3 billion expenditure by FEMA for non-natural disaster situations. These few Congressional leaders state that FEMA has a "black curtain" around its operations. FEMA has worked on National Security programs since 1979, and its predecessor, the Federal Emergency Preparedness Agency, has secretly spent millions of dollars before being merged into FEMA by President Carter in 1979.
FEMA has developed 300 sophisticated mobile units that are capable of sustaining themselves for a month. The vehicles are located in five areas of the United States. They have tremendous communication systems and each contains a generator that would provide power to 120 homes, but have never been used for disaster relief.
FEMA's enormous powers can be triggered easily. In any form of domestic or foreign problem, perceived and not always actual, emergency powers can be enacted. The President of the United States now has broader powers to declare martial law, which activates FEMA's extraordinary powers. Martial law can be declared during time of increased tension overseas, economic problems within the United States, such as a depression, civil unrest, such as demonstrations or scenes like the Los Angeles riots, and in a drug crisis.
These Presidential powers have increased with successive Crime Bills, particularly the 1991 and 1993 Crime Bills, which increase the power to suspend the rights guaranteed under the Constitution and to seize property of those suspected of being drug dealers, to individuals who participate in a public protest or demonstration. Under emergency plans already in existence, the power exists to suspend the Constitution and turn over the reigns of government to FEMA and appointing military commanders to run state and local governments. FEMA then would have the right to order the detention of anyone whom there is reasonable ground to believe...will engage in, or probably conspire with others to engage in acts of espionage or sabotage. The plan also authorized the establishment of concentration camps for detaining the accused, but no trial.
Three times since 1984, FEMA stood on the threshold of taking control of the nation. Once under President Reagan in 1984, and twice under President Bush in 1990 and 1992. But under those three scenarios, there was not a sufficient crisis to warrant risking martial law. Most experts on the subject of FEMA and Martial Law insisted that a crisis has to appear dangerous enough for the people of the United States before they would tolerate or accept complete government takeover. The typical crisis needed would be threat of imminent nuclear war, rioting in several U.S. cites simultaneously, a series of national disasters that affect widespread danger to the populous, massive terrorist attacks, a depression in which tens of millions are unemployed and without financial resources, or a major environmental disaster.
THREE TIMES FEMA STOOD BY READY FOR EMERGENCY
In April 1984, President Reagan signed Presidential Director Number 54 that allowed FEMA to engage in a secret national "readiness exercise" under the code name of REX 84. The exercise was to test FEMA's readiness to assume military authority in the event of a "State of Domestic National Emergency" concurrent with the launching of a direct United States military operation in Central America. The plan called for the deputation of U.S. military and National Guard units so that they could legally be used for domestic law enforcement. These units would be assigned to conduct sweeps and take into custody an estimated 400,000 undocumented Central American immigrants in the United States. The immigrants would be interned at 10 detention centers to be set up at military bases throughout the country.
REX 84 was so highly guarded that special metal security doors were placed on the fifth floor of the FEMA building in Washington, D.C. Even long-standing employees of the Civil Defense of the Federal Executive Department possessing the highest possible security clearances were not being allowed through the newly installed metal security doors. Only personnel wearing a special red Christian cross or crucifix lapel pin were allowed into the premises. Lt. Col. North was responsible for drawing up the emergency plan, which U.S. Attorney General William French Smith opposed vehemently. The plan called for the suspension of the Constitution, turning control of the government over to FEMA, appointment of military commanders to run state and local governments and the declaration of Martial Law. The Presidential Executive Orders to support such a plan were already in place. The plan also advocated the rounding up and transfer to "assembly centers or relocation camps" of a least 21 million American Negroes in the event of massive rioting or disorder, not unlike the rounding up of the Jews in Nazi Germany in the 1930s.
The second known time that FEMA stood by was in 1990 when Desert Storm was enacted. Prior to President Bush's invasion of Iraq, FEMA began to draft new legislation to increase its already formidable powers. One of the elements incorporated into the plan was to set up operations within any state or locality without the prior permission of local or state authorities. Such prior permission has always been required in the past. Much of the mechanism being set into place was in anticipation of the economic collapse of the Western World. The war with Iraq may have been conceived as a ploy to boost the bankrupt economy, but it only pushed the West into deeper recession.
The third scenario for FEMA came with the Los Angeles riots after the Rodney King brutality verdict. Had the rioting spread to other cities, FEMA would have been empowered to step in. As it was, major rioting only occurred in the Los Angeles area, thus preventing a pretext for a FEMA response.
On July 5, 1987, the Miami Herald published reports on FEMA's new goals. The goal was to suspend the Constitution in the event of a national crisis, such as nuclear war, violent and widespread internal dissent, or national opposition to a U.S. military invasion abroad. Lt. Col. North was the architect. National Security Directive Number 52 issued in August 1982, pertains to the "Use of National Guard Troops to Quell Disturbances." The crux of the problem is that FEMA has the power to turn the United States into a police state in time of a real crisis or a manufactured crisis.
Lt. Col. North virtually established the apparatus for dictatorship. Only the criticism of the Attorney General prevented the plans from being adopted. But intelligence reports indicate that FEMA has a folder with 22 Executive Orders for the President to sign in case of an emergency. It is believed those Executive Orders contain the framework of North's concepts, delayed by criticism but never truly abandoned. The crisis, as the government now sees it, is civil unrest. For generations, the government was concerned with nuclear war, but the violent and disruptive demonstrations that surrounded the Vietnam War era prompted President Nixon to change the direction of emergency powers from war time to times of domestic unrest.
Diana Raynolds, program director of the Edward R. Murrow Center, summed up the dangers of FEMA today and the public reaction to Martial Law in a drug crisis: "It was James Madison's worst nightmare that a righteous faction would someday be strong enough to sweep away the Constitutional restraints designed by the framers to prevent the tyranny of centralized power, excessive privilege, an arbitrary governmental authority over the individual. These restraints, the balancing and checking of powers among branches and layers of government, and the civil guarantees, would be the first casualties in a drug-induced national security state with Reagan's Civil Emergency Preparedness unleashed. Nevertheless, there would be those who would welcome NSC (National Security Council) into the drug fray, believing that increasing state police powers to emergency levels is the only way left to fight American's enemy within.
In the short run, a national security state would probably be a relief to those whose personal security and quality of life has been diminished by drugs or drug related crime. And, as the general public watches the progression of institutional chaos and social decay, they too may be willing to pay the ultimate price, one drug free America for 200 years of democracy."
The first targets in any FEMA emergency would be Hispanics and Blacks, the FEMA orders call for them to be rounded up and detained. Tax protesters, demonstrators against government military intervention outside U.S. borders, and people who maintain weapons in their homes are also targets. Operation Trojan Horse is a program designed to learn the identity of potential opponents to martial law. The program lures potential protesters into public forums, conducted by a "hero" of the people who advocates survival training. The list of names gathered at such meetings and rallies are computerized and then targeted in case of an emergency.
The most shining example of America to the world has been its peaceful transition of government from one administration to another. Despite crises of great magnitude, the United States has maintained its freedom and liberty. This nation now stands on the threshold of rule by non-elected people asserting non-Constitutional powers. Even Congress cannot review a Martial Law action until six months after it has been declared. For the first time in American history, the reigns of government would not be transferred from one elected element to another, but the Constitution, itself, can be suspended. The scenarios established to trigger FEMA into action are generally found in the society today, economic collapse, civil unrest, drug problems, terrorist attacks, and protests against American intervention in a foreign country. All these premises exist, it could only be a matter of time in which one of these triggers the entire emergency necessary to bring FEMA into action, and then it may be too late, because under the FEMA plan, there is no contingency by which Constitutional power is restored.

Crimes against the Constitution didn't end with the alleged conspiracy to commit perjury and obstruct justice in the Monica Lewinsky affair. This special report documents in striking detail how the legislative authority of the Congress has been unconstitutionally delegated to or in some cases usurped by the Clinton-Gore Administration. Using executive orders, presidential directives and other federal actions, the president has assumed many of the legislative powers granted to Congress and has implemented a liberal-left agenda on a wide range of social, domestic and foreign policy matters. In doing so, the president has undermined some of our most precious rights that are supposed to be guaranteed under the Bill of Rights.
While Congress still retains the power to pass laws and appropriate money, the president has acquired the power to create or enlarge federal agencies, issue regulations, control imports and exports, financially bail out foreign governments, make land use decisions, prohibit financial transactions, deploy troops at home and abroad, and create and implement controversial national policies completely on his own. Some of these actions are outlined in secret documents never provided to Congress or the public that may conflict with the stated or official policies of the executive branch.
This report documents how presidential executive authority has been inflated to the point where the president can claim a "national emergency" and declare martial law in the U.S. in response to a real, perceived or imaginary crisis. Under the Clinton-Gore administration, dozens of so-called "national emergencies" have already been declared, enabling the federal government to dramatically expand its power and reach. As this report argues, the Y2K computer problem provides another such crisis or "opportunity" for a further expansion of federal power
Although presidents have used executive orders in the past, some of the Clinton executive orders, in contrast to those of his predecessors, have been drafted in almost complete secrecy, without any input from Congress, state and local governments or businesses and individuals that would be affected by them. President Clinton is also the first president to use executive orders and presidential directives to aggressively pursue the military, social and economic agenda of international organizations such as the United Nations. A secret presidential directive assigns our troops to the U.N. and places them under foreign command. One Clinton executive order, issued in compliance with a U.N. resolution, actually closed down a U.S. organization, throwing its employees out of work and taking its web site off the Internet. In other cases, the Clinton-Gore Administration has decided that "international obligations" and the demands of ratified and unratified treaties take precedence over U.S. law and the U.S. Constitution. Some of his executive orders enable U.N. representatives to evade civil or criminal prosecution for violations of the law and the Constitution which may occur on American soil.
There were some who said the impeachment trial of President Clinton would result in a weakened presidency. On the contrary, this presidency is stronger than ever. The Clinton-Gore Administration is "strong" to the point of being a real and present danger to our citizens, our Constitution and our nation.
To make matters worse, President Clinton has not only issued executive orders that violate the Constitution, he has issued executive orders that he and members of his own administration have violated. After the travail of the Congressional handling of the Monica Lewinsky affair, it remains to be seen what, if anything, Congress will do about any of this.

Executive Orders and Presidential Powers
Our fear has been that we might lose our constitutional republic during a time of economic catastrophe or depression, foreign attack or world war. In line with the movie "State of Siege," we thought that a General would appear on the scene and announce that the president has declared martial law, the tanks would come rolling down our streets, and troops would be posted on street corners.
It hasn't happened that way. Instead of the General in the movie, King Clinton stands up there basically saying, "I am the law." He doesn't use tanks and troops; he uses executive orders and presidential directives. The result can be much the same. The approach was summed up by his adviser Paul Begala, who said, "Stroke of the pen. Law of the land. Kinda cool."
The evil genius behind Clinton's reign of peace, prosperity and security has been his knowledge that the American people will accept the subversion of their constitution if they are entertained with bread and circuses, and as long as the system seems to be operating efficiently. The stock market is up, interest rates and unemployment are down, so don't rock the boat.
The American people will tolerate what political scientist Clinton Rossiter 50 years ago labeled a "constitutional dictatorship." His book is out-of-print, which is unfortunate because it is an academic work that describes how a country like the U.S. comes to accept or even embrace the use of autocratic powers and emergency rule. In the doublespeak of Washington, Clinton calls it "doing the peoples' business."
It is not a dictatorship in which elections are canceled; rather, it's a dictatorship available to presidents of both parties, who can use executive and emergency powers to manage the "people's business" during a real or manufactured crisis, and deploy troops at home and abroad without congressional approval.
Clinton's recent performance as a budget dictator, using the veto and the threat of a government shutdown to get his way on legislation, demonstrates the underlying reality of the process that has accelerated over the last six years: the president has assumed many of the powers of the legislative branch of government.
Consider the resolution of the so-called U.N. debt issue. The Congress attaches symbolic anti-abortion restrictions which can be suspended by the president, at minimal cost to the abortion lobby, and the U.N. gets about $1 billion. The fact is, Clinton has already raided military readiness funds to provide an additional $15 billion for U.N. military operations over the last six years, none of which has been credited or reimbursed to the U.S. This means that our so-called "debt" to the U.N. doesn't exist in the first place and that the U.N. actually owes us money.
Congress gives failure a bad name.
To cite another example: six years after the fact, we are still wondering how the Waco massacre occurred, why the FBI lied to us, and what role our own military forces played in burning amost 100 men, women and children to death.
The fact is that the president has the inherent power under the Insurrection Act to use our military or any means necessary to suppress domestic disturbances, as defined by the president, and the authorization doesn't even need to be in the form of a public document. If President Bush can use an executive order to send troops to Los Angeles after the riots, Clinton can send troops to Waco under a secret directive. Army troops have been used over 100 times in U.S. history to control civilians without a formal declaration of martial law.
FDR used an executive order to round up people and place them in federal camps. That was upheld by the Supreme Court.
It's true - that was during a war declared by Congress. But today, the president declares wars and national emergencies.
The war on Yugoslavia was waged by the president without Congressional approval through executive order. He used executive orders to declare a war zone, call up troops, proclaim a national emergency with respect to Yugoslavia, and impose economic sanctions on Belgrade. An executive agreement between Clinton and foreign governments expanded the NATO treaty to cover non-NATO states.
The illegal war on Yugoslavia was taken to court by a courageous group of members of Congress, numbering about 30, who had their suit tossed out. So much for the courts acting to save our Constitution.
Under two laws, the National Emergencies Act and the International Emergencies Economic Powers Act, the IEEPA, the president has been given the power to confiscate private property and control imports and exports. A standing executive order, No. 12919, gives the president virtually dictatorial powers, even in peacetime, to control the private sector and civilian activities.
So far -- and the worst may be yet to come -- Clinton has issued more than 300 executive orders and more than 70 classified executive orders.
Under the classified executive orders, known as presidential decision directives, the administration operates a secret government. PDD-62, on counterterrorism, laid the groundwork for a recent FBI report disclosing agency surveillance of peaceful, pro-second amendment groups and individuals, and smearing opponents of the U.N., including some Christians, as violence-prone and crazy. It also warned of Y2K terrorism, which may be a self-fulfilling prophecy that could set the stage for Clinton to invoke Executive Order 12919 and even blame foreign-inspired terrorism on domestic right-wing groups.
In the name of protecting government computers, PDD-63 has laid the groundwork for FIDNET, the Federal Intrusion Detection Network, which foresees Orwellian surveillance of private e-mail, enabling the feds to track how private citizens use the Internet.
Congress has now promised to take a look at Echelon, a global surveillance system that can track and identify Americans, operated by the National Security Agency, the NSA. But the NSA was itself established by a presidential directive dating back to 1952. In the film, "Enemy of the State," the director of the NSA tells a Senator: "you and I know what the average citizen does not -- that we are at war 24 hours of every day."
He's right. Emergency declarations are now in effect regarding Iraq, Sudan, Libya, Iran, the Taliban movement in Afghanistan, Osama bin laden, Colombian drug traffickers, and Yugoslavia. All of these groups, individuals or countries have been named in Clinton executive orders as constituting unusual and extraordinary threats.
In response, Clinton sends some cruise missiles to hit an aspirin factory in Sudan, and orders air strikes on a few tents and a Mosque in Afghanistan. This is how Clinton deals with state sponsors of terrorism.
If this is a war, it's one-sided and we're losing. On November 8 -- just a week and one-half ago -- Clinton provided a memorandum to Congress about a continuing "national emergency" because the government of Iran poses "an unusual and extraordinary threat" to the United States. Yet we have evidence that Iranian agents bombed Khobar Towers, killing killing 19 American servicemen in Saudi Arabia, and the Clinton Administration refuses to hold them responsible.
Likewise, last December Clinton renewed a national emergency with Libya, declaring the Gadhafi regime an "unusual and extraordinary threat" to the U.S. But the Clinton State Department is currently stonewalling the release of a United Nations letter, approved by Secretary of State Madeleine Albright, letting Gadhafi off the hook for his role in ordering the bombing of Pan Am 103 back in 1988.
Regarding Osama bin Laden, Clinton supports U.N. sanctions on Afghanistan, where bin Laden operates, knowing full well that this approach is what led to the U.N. deal giving Gaddhafi immunity over ordering the killing of the 270 victims of Pan Am 103, including 189 Americans.
Currently, almost two dozen persons, mostly Arabs and Muslims, are being detained by federal authorities in the U.S. on the basis of classified evidence supposedly tying them to terrorism. Foreign terrorists do operate inside the U.S. The World Trade Center bombing stands as proof of that. But are we supposed to trust the federal authorities when they cite "classified evidence" and violate due process? Who will the next suspected terrorists be? Perhaps some of those controversial Christians cited in that FBI report?
This happens because Congress has provided the president with emergency powers that undermine constitutional liberties. These emergencies have become so routine that they don't even make news anymore.
Of special concern is how emergency powers and executive orders may actually conceal certain aspects of crimes of terrorism.
After the Oklahoma City bombing, Clinton employed emergency powers to keep independent investigators away from the crime scene and to cover-up a foreign connection to the bombing. For political reasons, the militias and right-wing "hate radio" were blamed. After the crash of TWA 800, Clinton issued an executive order that muzzled Navy divers who might have discovered information that the flight was downed by a missile. A mechanical failure was blamed.
Although presidents have used executive orders in the past, some of the Clinton executive orders have been drafted in almost complete secrecy for political reasons to cover-up scandals and implement illegal policies. An executive order on federalism, virtually repealing the 10th amendment, was suspended, only to be replaced by another. Clinton has also used executive orders to promote abortion rights and homosexual rights, and to restrict property rights and second amendment rights.
One abortion executive order, formally titled an "executive memoranda," has led to the sale of aborted baby parts for medical resarch. On October 6th, Clinton issued an executive order protecting homosexuals in the Armed Services, even though they're not supposed to be there in the first place. President Clinton is the first president to use executive orders and presidential directives to aggressively pursue the military, social and economic agenda of international organizations such as the United Nations. A secret presidential directive assigns our troops to the U.N. and places them under foreign command.
A Clinton executive order on Angola, issued in compliance with a U.N. resolution, actually closed down a U.S. organization, the Center for Democracy in Angola, throwing its employees out of work and taking its web site off the Internet. This was a group opposed to the communist government of Angola.
In other cases, the Clinton-Gore Administration has decided that "international obligations" and the demands of ratified and unratified treaties take precedence over U.S. law and the U.S. Constitution.
Perhaps the most blatant example is the Kyoto global warming treaty. The Senate warned Clinton against it, but he signed it anyway, refuses to send it up for ratification, and implements part of it through an executive order mandating federal compliance with its provisions.
Similarly, the ABM treaty died with the collapse of the old Soviet Union but Clinton issued PDD-17 authorizing secret negotiations to preserve it. He renegotiated the treaty with Soviet successor states and refuses to submit the document to the Senate for ratification.
Clinton has issued an executive order, Number 13107, directing federal agencies to implement various U.N. human rights treaties, including those that the U.S. "may become a party to..." This move is hailed by the United Nations in its "Chronicle" magazine as an example of how the "UN system of governance" works in member-states by creating pressure to change a nation's domestic laws.
In a related matter, the World Trade Organization, which was created not through treaty but an executive agreement passed by Congress, has the actual power to order countries to overturn their laws.

Clinton Rossiter had argued that our most effective defense against the worst forms of a constitutional dictatorship was the president's "political and moral sense and the remote possibility of impeachment."
It is remote, especially when the president has already been impeached for abusing his power on matters unrelated to the problems we have been talking about here. The dirty little secret is that the Congress cannot impeach him for using and abusing powers that Congress has given him.
At this point, I plead with you -- support organizations like America's Survival, which dare to discuss and describe what has really been happening in America. Keep in mind that much of what passes for pubic debate in the media and Washington, D.C. is completely beside the point if it ignores the on-going constitutional problem of executive orders and national emergencies.
The problem will not be solved if "your guy" gets into the White House and uses these powers for your benefit. If that's your attitude, then you are part of the problem and have failed even to pay lip service to what our founding fathers gave us.
They gave us a constitutional republic -- if we could keep it. The present danger is that so many fail to understand how it is slipping away. Now that you know - get to work. The freedom you save may be your own.

PANIC IN THE YEAR ZERO

The Federal Emergency Management Agency has issued plans which include the use of the military as a domestic police force in the event of Y2K civil disturbances.
The plan also provides for the movement of large numbers of people into shelters in the event of a disaster associated with Y2K computer failures.
The FEMA plan of action for the Y2K crisis is outlined in the report "Contingency and Consequence Management Planning for Year 2000 Conversion: A Guide for State and Local Emergency Managers." The plan was recently made available to local governments throughout the country.
As part of the FEMA Federal Response Plan, there is a detailed plan for the evacuation, shelter, and care of large populations. Such plans for shelter are in place for any major disaster, but they have been incorporated into Y2K consequence planning by FEMA.
The plan describes the details of care for up to 300,000 people including registration, feeding, emergency first aid, mail delivery, and all other aspects of care for a minimum of 30 days following the start of the crisis.
FEMA predicts that the magnitude of the disaster "will rapidly overwhelm the capacity of State and local governments to assess the disaster and respond effectively to basic and emergency human needs."
There are references in the FEMA documents to the use of the military and their equipment as part of the Y2K Federal Response Plan. The National Guard and local law enforcement are also included in the plan.
"Each state has the general responsibility for law enforcement, utilizing local resources, and State resources, including the National Guard (to the extent that the National Guard remains State authority and has not been called into Federal service or ordered into active duty)," says the FEMA plan.
In the event that a problem or disturbance is beyond the ability of local law enforcement to handle, FEMA has provided a means within the plan for federal law enforcement and the U.S. military armed forces to be called into action.
The plan specifies that it is the President who will call the National Guard into federal service, and "use the Armed Forces, to end the emergency or suppress the disturbance."
Franklin Frith, hired by Michigan to help prepare local governments for the consequences of the Y2K problem, believes the time will come when the federal government will place citizens in shelters and take control of private businesses.
Mike Prince, a public affairs officer for the emergency management office of the Michigan State Police, calls Frith an extremist, and says he is not aware of such plans.

over source of crisis

A loud minority is creating fear to promote an anti-government agenda, and to
sell Y2K related supplies, according to an emergency management official from
Michigan. Another Michigan Y2K official says there is much the government is
keeping from the public.
There is no effort to hide information from the public, claims Mike Prince, Michigan State Police Emergency Management Division public affairs officer. Full disclosure of Y2K related documents, and even transcripts of meetings and discussions are available without restriction, he says.
"We're giving the public whatever information we have. We're loading every scrap of information onto our website, Prince told WorldNetDaily by phone.
He said he has been getting calls and e-mail from concerned citizens who are worried that they will be taken from their homes and martial law will be put in place because of Y2K related disruptions. He believes those fears are created by people like Franklin Frith.
Frith was hired by Michigan municipalities to conduct Y2K workshops for various local government agencies. He now claims that he believes there is evidence to show that there is a government plan to place people in mass shelters, as well as use military troops to maintain law and order.
"That's not even reasonable to think that, but you can't change people's opinions once they're made up about that issue," said Prince.
"For the general public, what we're telling them is look, be prepared. If you decide that you want to buy a generator and stockpile a year's worth of food, more power to you. We're not recommending that you have to do that. We're not recommending that you stockpile cash. We're not recommending that you build a bomb shelter in your backyard, but that's an individual choice and an individual decision that you have to make, and I don't think you have to be worried about the government coming in and taking that away from you if something should happen," Prince explained.
He warns that a small number of people try to take advantage of others in every disaster or emergency. The Y2K problem is no exception. He says some have an agenda of mistrust for the government they wish to promote, and others simply want to sell survival equipment and storage food.
Frith denies those claims. He says he has absolutely nothing to sell, and he has never been an activist of any kind. He does not consider himself to be an extremist, nor does he promote an anti-government agenda.
Prince says it is wrong to tell the general population to store food and supplies beyond the basic 72-hour kit recommended by FEMA and the Red Cross. The average person cannot afford to do more than that, so the government is not making such recommendations.
"You've got those people that are the survivalist type that are just pretty much dedicating the next 10 months of their lives to preparing for this thing, and most people are not in a situation where they can do that," said Prince. "What we can do is tell people some really basic simple things that they can do that are reasonable, that are cost effective, that are not going to put a dent in their wallet and that are reasonable approaches that they should be doing anyway."
Prince said he has a store of water, food, blankets, flashlights and similar gear in his basement. Those items are part of a 72-hour supply for any emergency, not just Y2K. All families should do the same thing he claims, but nothing more. The guidelines come from FEMA and the Red Cross.
The FEMA Y2K emergency plans are simply the same generic plans already established for any disaster. The plans are designed for use by local communities and local government agencies.
Frith claims there are plans to move citizens into shelters three to five days after a Y2K emergency begins. Prince admits the plan exists, but says there is nothing sinister about it.
"There are always plans for those kinds of situations," Prince explained. "Those plans are in place at the local level all the times.
"This is nothing new that all of a sudden we've got to throw together these evacuation plans and shelter plans and things of that nature. Those plans are always in place for any kind of situation, whether it's a tornado, a flood, winter storm or what have you.
"Sheltering in an evacuation are local responsibilities. If you were to contact a local emergency management office, probably anywhere in this country, and asked how they go about sheltering large numbers of people, they could recite for you what their shelter plan is and how they go about doing that," said Prince.
Even though there may be disruptions for longer than three days, Prince does not believe people should be warned to store food and water for longer use.
"In a disaster, the first three days we're dealing with getting the infrastructure back up. Getting the power back on. Getting the roads cleared so vehicles can get through. Dealing with big picture issues. We don't have time to haul jugs of water out to Joe Smith who forgot to stockpile some water for himself.
"If after three days we still don't have water and power, then we'll be in a position to provide those kinds of resources to the public and take them into shelters if it were to become necessary," explained Prince.
He said no one would be forced to go to a shelter unless the area where they live were determined to be unsafe. A mandatory evacuation could also be required if specifically designated by local, state, or national authorities.
Michigan is planning a major training exercise, as many other local governments around the nation are doing, to prepare government agencies for what might happen in the new year if the Y2K bug knocks out key services.
The National Guard will be part of the exercise, but both groups say this is nothing unusual. Readiness drills are a normal part of what they do. Nationally, the guard will be conducting a practice mobilization using radios instead of telephones on May 1 and 2.
"I get e-mails from people asking about martial law and what can the government do and what can't it do. I think there's way too much discussion of that kind of thing and way too much concern about it. It think that's a certain segment of the population that's spreading that information and they'll continue to do so," said Prince.
Frith claims there are plans within FEMA documents that lay the groundwork for martial law and placing people in shelters. He claims plans are being made at the federal level to use the military as a domestic police force because of widespread problems expected as a result of the Y2K crisis.

Ashkenazi
(from Hebrew Ashkenaz, "Germany"), plural Ashkenazim, any of the Jews who lived in the Rhineland valley and in neighbouring France before their migration eastward to Slavic lands (e.g., Poland, Lithuania, Russia) after the Crusades (11th-13th century). After the 17th-century persecutions in eastern Europe, large numbers of these Jews resettled in western Europe, where they assimilated, as they had done in eastern Europe, with other Jewish communities. In time, all Jews who had adopted the "German rite" synagogue ritual were referred to as Ashkenazim to distinguish them from Sephardic (Spanish rite) Jews. Sephardi
also spelled SEFARDI (from Hebrew Sefarad, Spain), plural Sephardim, or Sefardim, a member of the Jews, or their descendants, who lived in Spain and Portugal from the Middle Ages until their persecution and mass expulsion from those countries in the last decades of the 15th century. The Sephardim initially fled to North Africa and other parts of the Ottoman Empire, and many of these eventually settled in such countries as France, Holland, England, Italy, and the Balkans. Salonika (Thessalonííki) in Macedonia and the city of Amsterdam became major sites of Sephardic settlement. Oriental Jew
Hebrew BEN HA-MIZRAH ("SON OF THE EAST"), plural BENE HA-MIZRAH, any of the approximately 1,500,000 Diaspora Jews who lived for several centuries in North Africa and the Middle East and whose ancestors did not reside in either Germany or Spain. They are thus distinguished from the two other major groups of Diaspora Jews--the Ashkenazim (German) and the Sephardim (Spanish).
In the Arab lands of Morocco, Algeria, Tunisia, Libya, Egypt, Yemen, Jordan, Lebanon, Iraq, and Syria, Oriental Jews speak Arabic as their native tongue. In Iran, Afghanistan, and Bukhara they speak Farsi (Persian), whereas in Kurdistan (a region including parts of modern Turkey, Iraq, Iran, Syria, and Armenia) their language is a variant of ancient Aramaic.
Some Oriental Jews migrated to India, other parts of Central Asia, and China. In some Oriental Jewish communities (notably those of Yemen and Iran), polygyny has been practiced. Following the establishment of the state of Israel in 1948, practically all the Yemenite, Iraqi, and Libyan Jews and major parts of the other Oriental Jewish communities migrated to Israel.
Diaspora
(Greek: Dispersion), Hebrew GALUT (Exile), the dispersion of Jews among the Gentiles after the Babylonian Exile; or the aggregate of Jews or Jewish communities scattered "in exile" outside Palestine or present-day Israel. Although the term refers to the physical dispersal of Jews throughout the world, it also carries religious, philosophical, political, and eschatological connotations, inasmuch as the Jews perceive a special relationship between the land of Israel and themselves. Interpretations of this relationship range from the messianic hope of traditional Judaism for the eventual "ingathering of the exiles" to the view of Reform Judaism that the dispersal of the Jews was providentially arranged by God to foster pure monotheism throughout the world.
The first significant Jewish Diaspora was the result of the Babylonian Exile of 586 BC. After the Babylonians conquered the Kingdom of Judah, part of the Jewish population was deported into slavery. Although Cyrus the Great, the Persian conqueror of Babylonia, permitted the Jews to return to their homeland in 538 BC, part of the Jewish community voluntarily remained behind.
The largest, most significant, and culturally most creative Jewish Diaspora in early Jewish history flourished in Alexandria, where, in the 1st century BC, 40 percent of the population was Jewish. Around the 1st century AD, an estimated 5,000,000 Jews lived outside Palestine, about four-fifths of them within the Roman Empire, but they looked to Palestine as the centre of their religious and cultural life. Diaspora Jews thus far outnumbered the Jews in Palestine even before the destruction of Jerusalem in AD 70. Thereafter, the chief centres of Judaism shifted from country to country (e.g., Babylonia, Persia, Spain, France, Germany, Poland, Russia, and the United States), and Jewish communities gradually adopted distinctive languages, rituals, and cultures, some submerging themselves in non-Jewish environments more completely than others. While some lived in peace, others became victims of violent anti-Semitism.
Jews hold widely divergent views about the role of Diaspora Jewry and the desirability and significance of maintaining a national identity. While the vast majority of Orthodox Jews support the Zionist movement (the return of Jews to Israel), some Orthodox Jews go so far as to oppose the modern nation of Israel as a godless and secular state, defying God's will to send his Messiah at the time he has preordained.
According to the theory of shelilat ha-galut ("denial of the exile"), espoused by many Israelis, Jewish life and culture are doomed in the Diaspora because of assimilation and acculturation, and only those Jews who migrate to Israel have hope for continued existence as Jews. It should be noted that neither this position nor any other favourable to Israel holds that Israel is the fulfillment of the biblical prophecy regarding the coming of the messianic era.
Although Reform Jews still commonly maintain that the Diaspora in the United States and elsewhere is a valid expression of God's will, the Central Conference of American Rabbis in 1937 officially abrogated the Pittsburgh Platform of 1885, which declared that Jews should no longer look forward to a return to Israel. This new policy actively encouraged Jews to support the establishment of a Jewish homeland. On the other hand, the American Council for Judaism, founded in 1943 but now moribund, declared that Jews are Jews in a religious sense only and any support given to a Jewish homeland in Palestine would be an act of disloyalty to their countries of residence.
Support for a national Jewish state was notably greater after the wholesale annihilation of Jews during World War II. Of the estimated 14 million Jews in the world today, about 4 million reside in Israel, about 4.5 million in the United States, and about 2.2 million in Russia, Ukraine, and other republics formerly of the Soviet Union.
Babylonian Exile
also called BABYLONIAN CAPTIVITY, the forced detention of Jews in Babylonia following the latter's conquest of the kingdom of Judah in 598/7 and 587/6 BC. The exile formally ended in 538 BC, when the Persian conqueror of Babylonia, Cyrus the Great, gave the Jews permission to return to Palestine. Historians agree that several deportations took place (each the result of uprisings in Palestine), that not all Jews were forced to leave their homeland, that returning Jews left Babylonia at various times, and that some Jews chose to remain in Babylonia--thus constituting the first of numerous Jewish communities living permanently in the Diaspora.
Many scholars cite 597 BC as the date of the first deportation, for in that year King Jehoiachin was deposed and apparently sent into exile with his family, his court, and thousands of workers. Others say the first deportation followed the destruction of Jerusalem by Nebuchadrezzar in 586; if so, the Jews were held in Babylonian captivity for 48 years. Among those who accept a tradition (Jeremiah 29:10) that the exile lasted 70 years, some choose the dates 608 to 538, others 586 to about 516 (the year when the rebuilt Temple was dedicated in Jerusalem).
Although the Jews suffered greatly and faced powerful cultural pressures in a foreign land, they maintained their national spirit and religious identity. Elders supervised the Jewish communities, and Ezekiel was one of several prophets who kept alive the hope of one day returning home. This was possibly also the period when synagogues were first established, for the Jews observed the Sabbath and religious holidays, practiced circumcision, and substituted prayers for former ritual sacrifices in the Temple. The degree to which the Jews looked upon Cyrus the Great as their benefactor and a servant of their God is reflected at several points in the Hebrew Bible, e.g., at Isaiah 45:1-3, where he is actually called God's anointed.
Alexandria
Arabic AL-ISKANDARIYAH city and urban muhafazah (governorate), Lower Egypt. Once the greatest city of the ancient world and a centre of Hellenic scholarship and science, Alexandria was the capital of Egypt from its founding by Alexander the Great in 332 BC to AD 642, when it was subdued by the Arabs. It is now the second largest city, the centre of a major industrial region, and the chief seaport of Egypt. It lies on the Mediterranean Sea at the western edge of the Nile River delta, about 114 miles (183 km) northwest of Cairo.
Alexandria has always occupied a special place in the popular imagination by virtue of its association with Alexander and with Mark Antony and Cleopatra. Alexandria also played a key role in passing on Hellenic culture to Rome and was a centre of scholarship in the theological disputes over the nature of Christ's divinity that divided the early church. The legendary reputation of ancient Alexandria grew through a thousand years of serious decline following the Arab conquests, during which time virtually all traces of the Greco-Roman city disappeared. By the time Napoleon invaded Egypt in 1798, Alexandria had been reduced to a fishing village. The modern city and port that flourished on the back of the cotton boom in the 19th century has, therefore, little in common with the Alexandria of the past.
The free port status granted Alexandria by the Ottoman Turks accentuated the cultural ambivalence inherent in the city's location--extended along a spit of land with its back to Egypt and its face to the Mediterranean. This idea of a free city, open to all manner of men and ideas, was something the new Alexandria had in common with the old. It was a theme the Greek writer Constantine Cavafy, drawing heavily on its legendary past, developed in his poems of the city. This idea of Alexandria, and Cavafy's take on it in particular, was highlighted by the English writer Lawrence Durrell in his four-part novel, The Alexandria Quartet (1957-60).
After the 1952 coup in Egypt, most of Alexandria's foreign community departed. Nevertheless, the city remains a thriving commercial community, an important industrial centre, and Egypt's principal holiday resort.

Remember the two martial law patches that are on the site? Well today it clicked as i drove by some signs. There are signs with that very logo on them. it does have some thin black lines running horizontally but otherwise the same logo. Text below referred to as a "Emergency Disaster Route"
If any major disaster occur, vehicles other then emergency ones are not allowed on those routes. it was shocking to realize all along the very roads I've been using for several years now were connected, I had no idea. (triangle in circle - yellow triangle on blk bg) If you could do a search online, etc If find any gifs of signs, pls let me know, tks, would like to compare with signs elsewhere

Subject: sterl, for now, see thisDrove around today and saw more then 20. all on main routes, not highways, but 2 and 4 lane roads in city centres it is not placed in clear spots where people would see it in country areas it is just the logo, no text. In two instances, it was places right IN FRONT of a Church... Investigations in other areas (major cities) underway so hold on the news release contacts getting back to me asap.
Last note, as i approach one from a distance, it was as if the lines disappeared, the eye blends them together as if they were not there, meaning, identical logo.. there are more then i ever realized. spaced at about 2 to 3miles apart, often across from the other sign for the opposite traffic.

***from busy Highway 95 in Bastrop County, Texas, lies a growing fleet of nearly a thousand showroom-new SUVs, 4WD pickups, suburbans and vans. These vehicles are not overflow storage for an overstocked dealer. This fleet is owned by the federal government.
All the vehicles are U.N. White. Rumors have been floating in the area for months about a fleet of suspicious vehicles being outfitted with prisoner cages, shackles and insignia such as "U.S. Police Force" and the U.N. roundel. None of the vehicles observed in the storage area appeared to have any markings at all other than window stickers with equipment data.
However, prison officials did confirm that the SUVs and vans were in fact being outfitted with prisoner cages and shackles. When pressed for information on the intended users of these vehicles, a prison spokesman said they were intended for the Immigration and Naturalization Service. However, vehicles assigned to the INS are predominantly painted green and those assigned to the Border Patrol are usually the same. The suitability of a high-visibility color such as white for either agency is in question. Large, white vehicles can be seen approaching from miles away.
This $30 million fleet of unused government vehicles has been steadily growing, but has not been deployed. It seems the vehicles keep coming in, but none go out to user agencies. This field-full of top-of-the-line utility vehicles, bought with taxpayer dollars, is sitting idle, soaking up Texas sun.
The site is located a few miles North of the city of Bastrop on U.S. Prison property. The high-security prison itself takes up the Southern part of the property. The area where the vehicles reside is fenced-off from the public road with no more precaution than a farmer might use to keep his cattle from straying. The unguarded entrance warns that the area is U.S. Prison property and trespassing is prohibited. Another sign strangely warns of "Poison Gas."

After sending out a post to certain persons on my e-mail lists regarding the aerial photos of the nearly 1000 UN-like vehicles in Bastrop Texas prison facility, and posting the same to my web site at http://www.GreaterThings.com/News/UN_vehicles.htm , a friend forwarded to me a link to your WorldNetDaily article (supplied below) which purports to debunk the UN-use presumption.
I am not convinced that you have debunked the possibility that these white military-usable vehicles are being prepared for UN use within US borders. I am not convinced of your argument that they are just part of a prison work program, retrofitting them for the U.S.' Immigration and Naturalization Service (INS).
If it turns out to be true that these vehicles are indeed being being prepared for UN use within the US, do you think this government would give you a straight answer? Are you going to take the government's word for it? I wouldn't. I don't. That is why I don't buy your story.
Of course they will have a spin answer to give you. Your article does not account for the spin possibility. Not in the least.
Furthermore, there are several holes in the answers they provided.
They said, "we are taking brand new vehicles that have been sold to the INS and we're retrofitting those vehicles so they can put them on the line."
Why would all of these vehicles be painted white -- every one so far as I can tell from the aerial photos.
Isn't white a bad color for the INS.
White is the trade-mark color of the UN.
True, other agencies, such as local police also often use white.
You must admit that the vehicles would be ideal candiates for UN use. They do not fit INS profile nearly as well. But the match is close enough that they can use that spin for now.
Please reconsider this story and probe more deeply than you have.
I am not satisfied.
On the positive side, what your reporting does accomplish is to confirm (from their own lips) that the photos are indeed real, and that there are indeed "between 900 and 1,000 white Dodge vans, Tahoe, Suburbans and Durangos lined up and waiting to be prepared for service."
The question remains, "Service for what?"
Now that the scrutiny is hot, I wouldn't be suprized but that they put INS insignias on the vehicles prior to shipping them "to locations in every state of the nation when they are finished," where they could later be fitted with the UN insignia in a matter of minutes when called for.
Why are they sending INS vehicles to every state in the nation? 1,000 vehicles so far in a non-ending cue, divided among 50 states?
I'm not saying that there is no possibility that the government answer was the truth. I'm just saying that your article does not answer these questions to my satisfaction. I'm still suspicious of their intent. Those look like U.N. vehicles.

Rumors of thousands of United Nations vehicles being outfitted behind a remote
federal prison in Texas have been spread across talk radio and Internet web
sites -- all heavy on conjecture and short on facts.
The truth was easily verified by WorldNetDaily, and the results show how easily a wild story can use a small portion of truth to sound genuine. Americans who have long ago stopped trusting their government, and talk show hosts who like wild stories, were quick to accept this story without verifying the facts.
The tale of a U.N. force being prepared as an international police force apparently began with a genuine effort by amateur investigators to expose what they thought was a subversive plot.
The operator of a Texas-based Internet hosting service began publishing news stories on his website. That service then expanded to conducting local investigations into local Texas rumors.
David Palmquist, operator of AllTexas.net, agrees that he is untrained as a journalist, but he is trying to fill a gap that he says the local news media has left unfilled. He published a story that told of 1,000 white vehicles being stockpiled at a high-security prison in Bastrop, Texas.
"All the vehicles are U.N. white," said Palmquist in his article.
"Rumors have been floating in the area for months about a fleet of suspicious vehicles being outfitted with prisoner cages, shackles and insignia such as 'U.S. Police Force' and the U.N. roundel. None of the vehicles observed in the storage area appeared to have any markings at all other than window stickers with equipment data," he stated in the article.
Palmquist said an unnamed prison official told him that the vehicles were being outfitted with prisoner cages and shackles, and that the vehicles were for the U.S. Immigration and Naturalization Service.
He disputed those claims in his article stating that, "vehicles assigned to the INS are predominantly painted green and those assigned to the Border Patrol are usually the same. The suitability of a high-visibility color such as white for either agency is in question. Large, white vehicles can be seen approaching from miles away."
WorldNetDaily received many concerned requests from readers to look into the story. Palmquist claimed he was a frequent guest on talk shows from coast to coast as a result of his article. He admitted to going onto the prison property without proper clearance to take pictures from the ground, and he also flew over in a plane to take aerial photographs.
The pictures did show hundreds of white vehicles neatly parked on the prison property.
One call to the federal prison at Bastrop brought many answers, and a second call to the U.S. Immigration and Naturalization Service in Washington, D.C. found the remaining answers.
"That story could be nothing further from the truth," said Tim Stewart, executive assistant at the Bastrop prison, which he said is a minimum security facility, not a maximum security prison as claimed in the article.
"What we're doing here is our Unicore factory, our federal prison industries has undergone a mission change. We previously made ballistic helmets and vests for the military. We are no longer doing that. Our mission change now is that we are taking brand new vehicles that have been sold to the INS and we're retrofitting those vehicles so they can put them on the line. Basically just fixing them up for their use. Putting in radios, radio harnesses, and things of that nature. Stripping them and decaling them for the INS," explained Stewart.
He said there are between 900 and 1,000 white Dodge vans, Tahoe, Suburbans and Durangos lined up and waiting to be prepared for service. Inmates are presently preparing the factory for the new work, so the vehicles have been accumulating during the delay.
None of the vehicles are for use by the U.N. and none of them presently have any marking on them. Soon they will all receive an INS seal and some lines. White is a common color used by INS, and they will be shipped to locations in every state of the nation when they are finished.
"The only other federal prison industry that we have here is a broom factory. We make brooms for sale to GSA (General Services Administration). It's kind of a two-part factory. We've had that for years," explained Stewart.
It was late in the day when WorldNetDaily reached INS by phone in Washington, D.C. The officials were gone for the day but another INS spokesman was willing to explain what was happening in Bastrop even though he stressed he was not an official spokesman.
"They were going to close the prison and put a whole lot of people out of a job. Rather than close the prison, the DOJ (Department of Justice) came to INS and said, 'What do you do in your field to promote the economy?'
"You know INS. We have law enforcement vehicles all over the country. We have police cars, or patrol cars, and we have patrol 4x4s and they're all over the country. This whole initiative in Bastrop has kept the prison open, but we just overwhelmed them because we buy so many vehicles," he explained.
Shortly after the conversation with the INS spokesman, Russ Bergeron, the official spokesman for INS left a voice mail message to confirm the information but said he would be out of the office for the remainder of the week.
